It is an universal bank, offering everyday banking services, such as personal accounts and credit cards, saving sor loans, as well as products of leasing, investment and insurance. The bank, which was the beneficiary of the project, has an extensive network of its own branches and partner facilities throughout Poland. It is one of the most innovative banks in Poland. PROJECT CHALLENGES
Many changes in Polish law came into force (including the Civil Code and the Code of Civil Procedure). Between enforcement authorities and the bank, a set of requirements has appeared. Mainly regarded as full electronification of the information exchange process aiming to eliminate paper document circulation. The goal of the project was to adapt the account receivables in the area of enforcement, to achieve compliance with the new law before its entry into force in September 2016.
KEY BENEFITS
The introduction of Garnishment Management System allowed to reduce the risk, resulting from manual handling of the process. The debt collection process has been optimized. It significantly shortened the time of handling enforcement letters and helped to eliminate costs related to the generation and dispatch of paper letters.
One of the most important benefits, obtained through the automation of the process is the effective monitoring of the client’s account, available from the BPM real-time desktop, with the simultaneous handling of the amount free from seizure bailiffs and the payment of funds to the enforcement authorities.
Thanks to the Garnishment Management System solution, this time could be reduced from tens of hours or, in rare cases, days, to a few hours. Manual processing was a process that could take an employee as long as 15 minutes. Taking into account that there can be up to 5000 debt collector queries per day, Inteca’s solution saved the client’s resources to the maximum.

It actively promotes the use of innovative technologies that expand the banks’ offerings. Acts as a sector R&D center. It supports the digitization of the country and the development of cashless and electronic processes in the economy.
SOLUTION
Ognivo is an Internet application, developed by the Polish national clearing house KIR – Krajowa Izba Rozliczeniowa. Since 2007, KIR enables information exchange between participants of Elixir and Euro Elixir clearing systems (including banks) and institutions such as: ZUS (social insurance office), Poczta Polska (national post office, tax offices, customs chambers, administrative enforcement authorities, court bailiffs and law enforcement agencies: courts and prosecutors. Ognivo manages the complaints process and handles queries related to clearing interbank transactions, carried out by KIR.
The solution proposed by Inteca is called Garnishment Management System
KIR provides two ways to download and send messages from the Ognivo system:
1. Through the website (downloading and sending messages manually).
2. Using the Web Service method (automatic downloading and sending messages) from Ognivo to the GMS System.
Due to the anticipated volume of messages, it was decided to use fully automated methods of downloading and sending information based on WebServices. The WWW channel has been designed for emergency support.
In the process of downloading messages from the Enforcement Bodies through the Ognivo system, the system primarily checks the validity of the qualified signature of each received message. The system has a module for validation and issuing electronic signatures (in accordance with the eIDAS EU directive). In the case of positive verification, the system automatically verifies the compliance of the data provided with the clients’ data owned by the bank (client verification) and identifies the bank products (accounts) it has. Then, the business rules are evaluated and the operation in the banking system is performed. After the message has been processed and after the messages have been certified by a qualified signature, the response to the Enforcement Bodies on the requested activity is sent to the Ognivo system.

Once the message has been processed and the messages have been affixed with a qualified signature, a response to the Enforcement Authority regarding the requested seizure is transmitted to the Ognivo system.

The client has elements of the webMethods technology stack in its infrastructure, so the solution was based on a BPMS tool to efficiently allocate, optimize and automate processes.
